The scope of work, consultant selection process, and other related items are described in this RFQ. The requested scope is the minimum needed to meet City objectives. Proposers must provide a specific, well-developed scope of work for each of the four (4) task order types outlined in Attachment D (small, medium, large, and very large/land use) and are expected to incorporate their own expertise into the scope and propose modifications they deem necessary or advisable. Additionally, all work shall comply with all applicable codes, regulations, specifications, and guidelines governing this work. MTA requirements are outlined in the City’s MTA Handbook. The consultant’s MTA will evaluate the effects of a development project on transportation, access, circulation, and related safety elements in the area of the project. The MTA will also establish consistency with the City’s General Plan, Council Policies, and other relevant adopted transportation plans, land use plans, and industry standards that define how development should be designed, what specific transportation infrastructure should be included, how analysis should be conducted, and what meets the City’s legal requirements. These plans and policies support the following transportation objectives: • Ensure the transportation network is designed and built to serve the type, characteristic, and intensity of the surrounding land use; • Reduce single-occupancy vehicle use and increase mode-share of other transportation options, such as walking, biking, and transit; • Employ multi-modal performance measures to evaluate transportation-adverse effects caused or exacerbated by projects; and • Identify multi-modal improvements to address transportation adverse effects documented in the MTA. All task order deliverables will be provided in appropriate electronic format (text, spreadsheets, photos, etc.) in addition to searchable PDF files. The City anticipates hiring up to three (3) on-call consultants to undertake ongoing task orders.
