The City of Jacksonville (“City”) and participating Independent Authorities (Jacksonville Transportation Authority, Jacksonville Aviation Authority, Jacksonville Port Authority, Duval County Public Schools and JEA) hereinafter individually and collectively referred to as “Agency” or “Agencies”, have issued this Request for Proposal for a Multi-Jurisdictional Disparity Study (“RFP”) to obtain the services of a qualified and experienced consultant to conduct a comprehensive, legally-defensible disparity study (“Study”) to determine if there is a disparity between the number of disadvantaged, minority and women-owned businesses within Duval County that are ready, willing, and able to perform construction, professional services and provide contractual goods and services, and the number of these same business types that are actually participating in these same types of contracts with the Agencies.
