The purpose of this contract is for the contractor to supply portable toilets at specific locations on the Mt. Pinos Ranger District of the Los Padres National Forest during the winter when snow is present on the ground. The Mt. Pinos district headquarters are in Frazier Park, CA. During snowfall events, there is a large increase in visitation that exceeds the capacity of existing facilities. These sanitation services need to be provided to the public to mitigate environmental impacts from human waste. Road conditions are subject to change on an hourly basis due to winter driving conditions. Contractor shall furnish all labor, materials, equipment, transportation, and incidentals necessary to provide and service portable toilets for the Mt. Pinos Ranger District.
Servicing requirements will be once per week between December 1st and April 30th for each toilet (22 pumps total per location) and will include pumping, stocking with toilet paper and regular routine cleaning of portable toilets. Option services may be requested by district staff around holiday weekends or during peak visitation. For accountability, contractor will document the date of service in the log located inside the portable toilet and provide a copy of services rendered including date and location to district point of contact. Any change in services due to inclement weather will be reported to district point of contact. Access to toilets may be limited due to berms created by county snowplows even when roads are open. Contractor is required to look up local county gate closures on Kern County’s website to ensure services can be rendered at that date and time. USFS is not responsible for gate closures or snowplow efforts on Mt. Pinos and will not notify contractor when road conditions or gate status changes.
The contractor is required to provide weekly (22 pumps total per location) servicing of the toilets which includes pumping, stocking with toilet paper and regular routine cleaning throughout the snow season, which typically runs December - May. Service is weather dependent therefore the contract will not officially start until services are requested by district staff. The contractor is required to report any problems that arose and a statement explaining how the problem was resolved. This report shall also identify any problems that have arisen but have not been completely resolved and provide an explanation. The following is a list of locations as well as number of portable toilets for each location. Option Services should be expected to accommodate up to four pumps per month (for each location) within the associated POP. When services are not able to be rendered due to county gate closures, contractor will have to set up a rescheduled date and time with COR or Government Technical Monitor (GTM).
