A. Contractor General Responsibilities Include: 1. Perform all required planning, scheduling, managing, reporting, and executing of all work within this Agreement. 2. Obtain all required licenses and permits, and pay all applicable fees, required to perform all work described within this Agreement. 3. Understand the specific requirements for all pieces of equipment, furnishings, and materials planned to be moved and decommissioned on the project, including, but not limited to: a. Provide materials and equipment necessary for the EDD personnel to pack loose materials. b. Provide the appropriate equipment, materials, vehicles, lifts, accessories, signage, dumpsters, and qualified labor necessary to load, secure, transport, unload and place in support of the move and decommissioning activities described in these Specifications and subsequent attachments. 4. Manage all required labor and qualified professional resources required to safely and efficiently perform every aspect of this work within the EDD’s schedule. 5. Arrange for contractor staff parking as none is provided. 6. Adhere to all noise ordinances, as applicable, and not leave any vehicles running when not in use. 7. Adhere to all State policies and procedures communicated to the contractor prior to and during scheduled work. 8. The Contractor to maintain elevator floor tracks free of debris during moves and decommissioning by periodically vacuuming to prevent service calls related to “jammed” elevators. B. Contractor Move Specific Responsibilities Include: 1. All items are to be transported within a closed trailer. At no time shall the Contractor allow any items to get wet while they are being temporarily staged, loaded, transported, or unloaded. 2. Provide all required pre-printed move labels. 3. Provide and hang/place all pre-printed directional signage and all pre-printed private office, workstation, and other room signage. 4. Distribute crates associated with Attachment A-2 and Attachment A-3 to individual offices and cubicles, both pre-move and post-move. 5. The Contractor to stack packed crates onto crate dollies prior to Move no more than four (4) crates high. 6. The Contractor to assume all shelving, filing cabinets, and storage cabinets 60” or taller are anchored to wall for seismic bracing. The Contractor to remove anchors and store in plastic bags for relocation along with associated furnishing. 7. Cardboard boxes (or “Banker Boxes”) which will be pre-packed by the EDD shall be moved by the Contractor in a manner best determined by the Contractor that safely and securely protects the contents. 8. The Contractor shall comply with all data security requirements when transporting Federal Tax Information and other confidential materials as further described in sections 1.10 Security Requirements and 2.02 Background Check Requirement. 9. Conventional office furnishing, for example, desks with returns and credenzas with hutches, identified to be moved in Attachment A-3 shall be disassembled prior to moving. 10. The Contractor to disconnect and reconnect Technology items. 11. Changes to any schedules by up to 10% will not require completion of a change order. 12. Ensure all sensitive equipment is adequately protected to prevent damage. 13. Provide the type and size of vehicle applicable to the services requested or items to be moved. 14. Responsible for any damage to the building at the service address that incurs a cost to the State, caused by its employees while providing services under this Agreement. 15. The Contractor shall not begin service until the contract is fully executed. The EDD does not guarantee payment for any work performed prior to contract approval. 16. The Contractor must remove and replace any of its employees who, in the opinion of the EDD Contract Manager, have acted in a manner that indicated an inability to perform the required work assigned. 17. The Contractor shall provide continuous supervision for all trucks, whether fully or partially loaded. At no time shall the Contractor leave any loaded truck open and without supervision. 18. The Contractor shall procure and keep in full force and effect during the term of this Agreement all permits, registrations and licenses necessary to accomplish the work specified in this Agreement and shall give all notices necessary and incident to the lawful prosecution of the work. The Contractor shall provide proof of any such license(s) permits(s), and certificate(s) upon request by the EDD. The Contractor agrees that failure to provide evidence of licensing, permits, or certifications shall constitute a material breach for which the EDD may terminate this Agreement with cause. 19. The Contractor shall provide services as outlined in this Agreement. The Contractor shall be responsible to fulfill the requirements of the Agreement and shall incur expenses at its own risk and invest sufficient amount of time and capital to fulfill the obligations as contained herein. 20. The Contractor shall keep informed of, observe, comply with, and cause all of its agents and employees to observe and to comply with all prevailing Federal, State, and local laws, and rules and regulations made pursuant to said Federal, State, and local laws, which in any way affect the conduct of the work of this Agreement. If any conflict arises between provisions of the plans and specifications and any such law above referred to, then the Contractor shall immediately notify the State in writing.
