The Housing Authority of the City of Baldwin Park (“City”) invites proposals from qualified architectural and design consultants to provide planning, schematic design, and construction document services for modernization of McNeill Manor Senior Apartments, a 12-unit HUD Section 9 public housing development. The selected consultant and contractor will assist the City through a two-step process: • Phase 1 – Consultant Design Services: Preparation of detailed construction documents, cost estimates, and specifications. • Phase 2 – Construction Services: The consultant will manage and execute construction through its associated licensed general contractor, providing oversight, coordination, and quality control to ensure the project is delivered in accordance with approved plans, specifications, and schedule.
