The County of Los Angeles (County) Department of Human Resources (DHR) is issuing this Request for Proposals (RFP) to solicit proposals for a contract with an organization that can provide minimum premium medical benefits with carve-in pharmacy and bundled vision plans (known as the Flexible Benefits Plan, or “Flex,” and the MegaFlex Benefits Plan, or “MegaFlex”, or Plans) to a selected group of eligible County employees. Eligible employees of Plans can select medical benefits from County-sponsored Plans Kaiser and Anthem Blue Cross (Anthem) which include carve-in prescription drug benefits. This solicitation is to potentially replace the Anthem Plans ensuring that the Plans offered reflect the market competitive cost and the best options available to the County and its employees. Currently, there are approximately 16,500 employees who are eligible to enroll in the Anthem Plans (“eligible employees”); of those, there are 8,600 employees enrolled in the Anthem Plans (“enrolled employees”).
