Specifications include, but are not limited to: The City requires Water Engineering Professional Services (“Services”) to design upgrades to the Milliken Treatment Plant (MTP). The Upgrades will consist of the following elements: Assess winter flow availability based on watershed hydrology and existing reservoir overflow during the rainy season, generally December through May or when the reservoir is in a passive spill condition. Condition Assessment of the existing plant as outlined in Attachment C. Alternative Analysis of design technologies through a water quality analysis as outlined in Attachment C. A Technical Memorandum that outlines design of the plant improvements including cost estimates per Attachment C. Design of upgrades to the existing seasonal direct filtration capabilities to treat year-round source water per Attachment C. Respondent may propose additional services the Respondent deems necessary or complimentary to the Services listed above as optional services to be evaluated and further negotiated with the City upon selection of the preferred Respondent. The preferred Respondent will be expected to provide accurate cost estimates and design of the recommended improvements. These efforts include expertise on design, construction, and operating costs of treatment plant upgrades including value engineering and lifecycle cost analyses.
