San Bernardino County Department of Behavioral Health (DBH), which may also be referred to as the “County,” or by the Community Wholeness and Enrichment program is seeking proposals from interested and qualified organizations and agencies to provide a proposed plan for the provision of Prevention and Early Intervention (PEI) Community Wholeness and Enrichment (CWE) services. The targeted population for this program is transitional age youth (TAY) (ages 16-25) and adults (ages 26-59), and their families through the use of community services throughout all regions of San Bernardino County (See Attachment O). The CWE program includes strategies that will help create access and linkage to treatment, improve timely access to Behavioral Health services for participants and families from underserved populations, and reduce and circumvent stigma, including self-stigma and discrimination. The CWE program also engages, encourages, educates, and/or trains potential responders about ways to recognize and respond effectively to early signs of potentially severe and disabling mental illness through various outreach activities.
