A. Work with related partners and cooperating agencies, including but not limited to the County of Mendocino, Russian River Flood Control District, cities, towns, districts, and governmental groups related to flood control in Mendocino County, to create and implement a comprehensive Mendocino County Flood Response Plan (MCFRP), to mobilize local and State resources in an effort to effectively mitigate a flood event within Mendocino County. B. Host at least five (5) planning meetings spaced out at the discretion of both the County of Mendocino Office of Emergency Services (OES) and the consultant. The intended goal is to keep information flow constantly active and to give stakeholders timely updates and an opportunity to express comments, concerns, or suggestions. 1. Conduct planning meetings. 2. Provide documentation as proof that meetings occurred. Documentation may be a copy of the agenda, sign-in sheet(s), notes on significant action items addressed, or notes on items discussed. C. Perform research and develop individual components for the MCFRP. 1. Identify Mendocino County’s flood event history with relevant physical damage and associated costs. 2. Develop a list of clearly defined primary and secondary hazards directly related to flood emergency within Mendocino County. 3. Identify how to initiate and maintain recovery efforts, in compliance with Standardized Emergency Management System / National Incident Management System (SEMS/NIMS), in order to mitigate a flood event and support Mendocino County. 4. Identify type, quantity, and location of available emergency response resources for rescue and flood fighting efforts within Mendocino County. 5. Develop an Evacuation Plan with egress and access routes all throughout Mendocino County. 6. Identify Care and Shelter support facilities within Mendocino County. 7. Establish policies and procedures on public notification within Mendocino County in the event of a flood emergency. 8. Develop a list of mitigation measures with implementation strategies for future flood events within Mendocino County.
