Mt. San Antonio College (referred to as "the College") is seeking proposals from qualified vendors to provide comprehensive medical laboratory services to support our health science programs and campus health services. These services are vital for the accurate and timely testing, analysis, and reporting of student and faculty medical samples in accordance with state and federal regulations. The selected vendor will manage all aspects of clinical laboratory testing, including but not limited to specimen collection, testing, result reporting, and quality assurance. Detailed Specifications The vendor shall provide medical laboratory services that meet the following specifications: A. Compliance with Regulations: o All services must be in compliance with the Clinical Laboratory Improvement Amendments (CLIA) standards. o Adherence to all California state regulations concerning medical laboratory operations. o Compliance with the Health Insurance Portability and Accountability Act (HIPAA) to ensure the privacy and security of student and faculty health information. B. Testing Services: o Provide a comprehensive menu of testing services, including but not limited to the following: All testing methodologies must be FDA approved or cleared. C. Quality Assurance: o Implement a quality control program that demonstrates adherence to CLIA quality standards, including proficiency testing. o Regular maintenance and calibration of laboratory equipment, ensuring accuracy and reliability of results. D. Turnaround Time: o Provide timely and efficient testing services with specified turnaround times for routine and STAT requests, typically: ▪ Routine tests: 24-72 hours ▪ STAT tests: within 1-4 hours E. Reporting of Results: o Results must be provided electronically and securely via lab portal and/or EHR integration. o Include clear and concise interpretation of results when appropriate. o Provide a mechanism for secure access to results by authorized personnel only. F. Specimen Collection: o The College health service staff will collect most specimens in the Student Health clinic including blood draws, urine collection, and swabbing techniques. Some students may need to go to a lab draw station for the lab collections. o SHS maintains sample collection protocols in accordance with best practices and regulatory requirements. Service Requirements The vendor shall deliver the following services under this contract: A. Staffing: o Employ qualified laboratory personnel with appropriate licensure and certifications. o Provide on-site technical support as necessary for staff training and special events. B. Training and Support: o Offer ongoing training sessions for health service staff to keep them current on laboratory procedures and laboratory safety practices. o Provide timely updates and notifications regarding changes in lab pricing, testing procedures or new tests available. C. Emergency Response: o Have an established protocol for handling emergencies, including the timely processing of urgent tests and notification of critical results.
