Specifications include, but are not limited to: The Department of the Environment is seeking the services of a professional services consultant to organize a regional recycling and resource conservation educational program in conjunction with other Bay Area cities and counties, and related projects. Up to the top three respondents with a minimum of three years related experience will be invited in for an interview, and will be scored based on experience and qualifications. The Human Rights Commission rating discount, if applicable, will be applied to the scores received. SFE reserves the right to select the most appropriate candidate. The selected contractor would provide services at a rate of a negotiated rate per hour for up to a one-year period, for an amount not to exceed $28,000, which would be billed and paid for on a monthly basis. The general services to be performed by the contractor will include, but not be limited to, the following: Assist the public outreach manager with the design, development and implementation of creative promotional, advertising and outreach programs and strategies to promote specific program goals, including projects in the area of waste reduction, reuse, recycling, and others. Arrange for design and production services, such as radio production, illustration, graphic design, camera-ready art work, copy writing, typesetting, photography and audio-visual production. Subject to approval of outreach manager. Strategize and implement media campaigns, including market research, if appropriate. Conduct public outreach and media campaigns targeting Chinese and Spanish language communities. Coordinate regional participation in recycling educational program. Track payments and develop funding strategy for program. Other duties as required by the Department.
