Specifications include, but are not limited to: Perform an analysis of options for the future processing and marketing of collected single stream recyclables including those options listed in the Introduction. Identify capital costs, financing mechanisms and risk postures. Include evaluation of entities outside the City of Tucson, such as Pima County, using the facility. Include in analysis an evaluation of location of any new recommended facility and affect on costs; Review the City's existing contract for the receiving and recycling of curbside collected recyclables and recommend revisions for use in a possible future solicitation; Evaluate existing recycling facility marketplace within the metropolitan area and determine the potential future ability of these facilities to accept COT recyclables.
