The Scope of Services includes, but is not limited to, all necessary analyses and documentation to develop and complete a CEQA Initial Study with an MND to support adding the proposed Maple Leaf Court to Middle Fork Lane Pathway to the MPP. In general, the scope of work should include, but not limited to, the following: 1. Project Administration/Management: Provide necessary project administration and management services for the CEQA Initial Study to facilitate an approval of the MND, including necessary public notices and assisting staff with public meetings. Consultant shall anticipate attending and assisting in one (1) Planning Commission meeting and one (1) City Council meeting in addition to other necessary meetings with staff and the public. For each meeting, prepare an agenda and meeting minutes for staff’s review. 2. Background Research and Project Description: Research and confirm any background information and investigate existing conditions and regulatory setting. For staff’s review, provide a document with descriptions of the background history of the site, environmental and regulatory conditions, location graphics, project construction and operational details, and proposed General Plan Amendment. Assist in determining which regulatory agencies and other community stakeholders require outreach to collect input on environmental topics of concern early in the CEQA process. 3. Cultural Resources Assessment Report: Draft tribal notification consistent with the requirements of SB 18 and AB 52 for distribution by the Town, and assist in responding to consultation requests. Summarize the results of the tribal notification and consultation process in CEQA document. 4. Biological Resources Assessment Report: Prepare a Biological Resources Assessment Report and Wetland Delineation Report and Map. 5. Other Environmental Factors: Consultant shall conduct other studies and reports as needed for the Project. 6. Administrative Draft Initial Study: Prepare the CEQA Initial Study and Mitigation Measures per CEQA guidelines for Town review. 7. Public Draft Initial Study-MND: Prepare draft of the Initial Study-MND documents for a public review and prepare Notice of Intent to adopt MND. 8. Final Initial Study-MND: Address public comments received from the Draft Initial Study-MND documents, and prepare final documents for the Town to review. Additionally, the consultant will provide final Initial Study-MND copies in PDF and Word forms and two sets of hardcopies. A Mitigation Monitoring and Reporting Program (MMRP) document shall be provided if needed. The consultant shall also include a summary of research findings in a word document. 9. Public Hearings and CEQA Notices: Support staff in presenting the CEQA Initial Study analysis and findings to Planning Commission and City Council. Prepare and file necessary CEQA notices to the County of Santa Clara Recorder’s Office and associated State Clearinghouse.
