The Contractor is to maintain and operate the BGMWS, which at this time consists of approximately 1,650 metered Customers, one operable groundwater well (Well No. 1) and an MWD Connection: (Cen B-31B); approximately 67,925 feet of 4 inch through 14 inch lined cast iron water pipe (40%); asbestos cement water pipe (25%); plastic PVC water pipe (13%); and cement mortar lined ductile iron pipe (22%). Virtually all water mains are located in public paved streets and alleys. The oldest water main is approximately 74 years of age with some newer water mains installed in 1993-1996 and 2006-2010. The exact age of approximately 75% of the water mains is unknown; however, they are believed to have been installed when the community changed in the 1940-1970 period from agriculture to residential, commercial and industrial development. The City has a second groundwater well (Well No. 3F), which is currently out of service and inoperable. There are an estimated 125 fire hydrants with control valves and an estimated 150 main line valves. It is recommended that Proposers pay particular attention to the following in preparing their proposal: 1. Asset and inventories of the BGMWS. The lists, maps and information provided summarizes the current system to the best of Public Work’s knowledge and per available information. 2. Water Rights. The BGMWS has an allowed pumping allocation of 1,914 acre-feet per year. 3. System Pressure. The BGMWS has a single pressure zone distribution system. The system pressure varies from 60- 70 psi. 4. Water Sources. The sources of potable water supply for the BGMWS are the following: a. Well No. 1 with a capacity of 2,000 gpm, located at 6607 Florence Place, Bell Gardens, 90201. Well No.1 was placed off-line in September 2021 due to exceedances of PFOA/PFAS response levels. b. Metropolitan Water District (MWD) treated surface water through a connection with Central Basing Municipal Water District (CB-31B), with a capacity of 3,375 gpm, located at the northwest corner of the intersection of Garfield Avenue and Randolph Street in the City of Commerce.
