The City of Chula Vista is seeking competitive proposals from experienced and qualified individuals or firms to provide professional NPDES Monitoring services. The main focus is compliance with San Diego Regional Water Quality Control Board Order No. R9‐2013‐0001, National Pollutant Discharge Elimination System Permit and Waste Discharge Requirement for Discharges from the Municipal Separate Storm Sewer Systems Draining the Watersheds Within the San Diego Regional (Regional MS4 Permit) and any reissuance thereafter, the City of Chula Vista is required to perform jurisdictional dry weather MS4 outfall monitoring as well as San Diego Bay Water Quality Improvement Plan (WQIP) Physical Aesthetics (trash) monitoring. The objective of this Request for Proposal (RFP) is to contract for an initial term of three years for MS4 Outfall and Trash Monitoring services. The City will evaluate and determine the need for ongoing services and at the City’s option the agreement will include two (2) one-year options to renew. A “time and materials” contract will be awarded to cover Fiscal Years 2026, 2027, and 2028, and may include options to renew for Fiscal Year 2029 and 2030, for a total of five years. Contract renewal would be on a mutually agreed upon basis. Negotiations for renewal are expected to occur in March or April of each year, at which time a detailed scope of work will be available to the consultant. It is anticipated that the type of service required will remain constant, but as regulations could change there is possibility for updates.
