The scope of consulting services consists of a two-stage process.1.2.1 The first stage includes the preparation of a background report thatidentifies the basic economic profile of the community and provides somealternative approaches to development within Moss Landing.Thealternatives presented must take seriously the preservation of the uniquecharacter of Moss Landing and its location as a rural coastal community.1.2.2 The second stage of the process would then include presenting thisinformation to representatives of the community and with cooperation ofthe community members develop an Economic Development strategy forMoss Landing. 5.1.1 Evaluate the existing industrial and commercial base and identify whatopportunities and constraints exist for continued growth in each of theseareas.5.1.2 Identify what potential coastal dependent industries could locate withinMoss Landing.5.1.3 Identify key opportunities to expand the local employment base.5.1.4 Identify synergistic relationships which could be developed betweenMarine related research, engineering and education, and identify whatuses or facilities are needed to encourage this.5.1.5 Identify what opportunities exist for enhancing the visitor servingcommercial segment of the community
