Maritime Tactical, Special Weapons and Tactics (MARTAC SWAT) is currently a 16-member special weapons and tactics unit at the Port of San Diego’s Harbor Police Department. This training Course will train SWAT Operators on the basic 10 room problems for Close Quarters Clearance for deliberate entries in the urban environment. It will occur at the San Diego Regional Firearms Training Center 440 Alta Road, San Diego CA 92154. This facility has an Environmental and Historic Preservation (EHP) on file with the Federal Emergency Management Agency (FEMA) according to the San Diego Urban Area Security Initiative. District will pay for use of location. 2. Harbor Police MARTAC SWAT responds to critical tactical incidents at the Port of San Diego and San Diego International Airport. SWAT Teams in the region have already converted to doctrine using deliberate clearance techniques associated with the ‘10-room problem’. This training is designed to get the District in line with other regional teams, enabling Harbor Police (HP) to work more effectively on mutual aid calls outside and inside the District’s area of operation.
