The City is seeking to contract with a Qualified Organization to implement the Long Beach Reentry Services Program (LBRSP) that provides substance use treatment for people affected by the criminal justice system and want specialized substance use treatment services. The Awarded Organization shall provide a variety of tailored substance use treatment such as inpatient counseling, outpatient counseling, intensive outpatient counseling, group counseling, psychosocial educational groups, Motivational Interviewing, Mutual Help Groups, Cognitive-behavioral Therapy, Family Therapy for Substance Use Disorders, Contingency Management, Supportive Psychotherapy and medication-assisted treatment (MAT). In addition to these required services and programs, applicants are required to subcontract with a smaller organization that will provide supplemental community-based supportive services, such as peer support, housing, life skills, employment services, case management, and legal services. The criminal justice system faces significant challenges in ensuring the successful reintegration of formerly incarcerated individuals into society. As of recent data, nearly 70% of individuals released from prison are re-arrested within three years, and many struggle to find stable employment, housing, and mental health support. Despite the growing recognition of the need for effective reentry programs, there remains a gap in comprehensive, data-driven evaluation of these initiatives.
