NAVSUP Fleet Logistics Center San Diego is issuing an SDVOSB set-aside for a Commercial Firm-Fixed- Price (FFP) contract; to provide Logistics Support Services in support of Explosive Ordnance Disposal Expeditionary Support Unit ONE (EODESU ONE) at Naval Amphibious Base Coronado, California. Services to include Integrated Logistics Overhaul (ILO), Personal Gear Issue Support (PGI), Configuration Data Management (CDM), inventory management and operations support. This effort will involve continuous processing of EODESU-1 equipment from the ILO warehouse and processing PGI transactions.
This Solicitation for Commercial Services is prepared in accordance with the format in subpart 12.6 and procedures of 13.5, as supplemented with additional information included in this notice.
Interested parties shall provide their proposals to the Government in accordance with the Addendum to 52.212-1 in the solicitation by the closing date and time of this solicitation.
The applicable North American industry Classification System (NAICS) Code for this procurement is 61990 All Other Support Services.
Offerors are advised that they must be registered in the SAM (System for Award Management) Database, SAM.gov, prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals.
Amendment 0001- The purpose of this amendment is to correct the Labor Category hours in Attachment 3- Price Template for the base year: Supply Technician – 01410 (Key Personnel) CLIN 0001- from 9560 hours to 3824 hours and Material Coordinator – 21030 CLIN 0001- from 0 hours to 5736 hours. All other terms and conditions remain the same.
Amendment 0002- The purpose of this amendment is to add Attachment 8-Q&A Government Responses and to update the Solicitation Issue Date to 5/6/2025 and the Offer Due Date to 6/6/2025 11:59pm on the SF-1449. All other terms and conditions remain the same.
Amendment 0003-The purpose of this amendment is to update Attachment 1-PERFORMANCE WORK STATEMENT Section 3.0 PERSONNEL QUALIFICATIONS to reflect that contractor personnel must be willing and eligible to maintain a favorably adjudicated T3 investigation, to update Attachment 5-DD_254, to update Attachment 8-Q&A Government Responses and to add Attachment 9-Amended Sections L and M. Amendment 0005- The purpose of this amendment is to update Attachment 1-Peformance Work Statement, Section 3.0 from “requisite Supply Technicians (Key Personnel, see qualifications in 3.2) and Material Coordinators” to “requisite Supply Technicians (Key Personnel, see qualifications in 3.2)”. To update Attachment 3-Price Template Labor Category from System Support Specialist – 14170 to Supply Technician - 01410, and to update Attachment 8-Q&A Government Responses. All other terms and conditions remain the same.
Amendment 0006- The purpose of this amendment is to add “General Information” as follows: Expeditionary Support Unit ONE (ESU1) is a subordinate command of EOD Group ONE, providing essential support services to EOD operations. In the event ESU1 is disestablished, contractor functions will continue with a potential need for an increase in support under the supervision of EOD Group ONE, with the potential for the place of performance to shift to additional locations within the EOD Mobile Units in San Diego. Additionally, even if ESU1 remains operational, it is anticipated that certain functions—such as configuration management, Integrated Logistics Overhaul (ILO), and Table of Allowance (TOA) support—will transition to EOD Group ONE for centralized oversight and management and that modifications are anticipated.Please note DPAS (Defense Property Accountability System) software has been re-branded as ELMS (Enterprise Logistics Management System), The software and its core functions are unchanged, only the name has been updated.
