The City is seeking a consultant or team capable of providing the following services: A. Legislative Advocacy Services Monitor, analyze, and track legislation, regulations, and budget proposals relevant to the City’s interests. Develop legislative strategies and action plans in coordination with City staff. Represent the City in Sacramento and Washington, D.C., advocating before legislative committees, executive agencies, and regulatory bodies. Provide timely updates, briefings, and reports to City staff and elected officials. Draft position letters, talking points, and legislative correspondence. Facilitate meetings with key policymakers and government partners. Assist in annual updates to the Legislative Platform. B. Grant Writing and Development Services Identify and evaluate grant opportunities from federal, state, regional, and private sources that align with City goals. Prepare competitive grant applications, including full proposal narratives, budgets, and compliance documentation. Collaborate with City departments to develop compelling projects and gather supporting data. Coordinate grant submissions to ensure compliance with deadlines and application requirements. Offer technical assistance to improve City grant readiness and capacity. Monitor the status of submitted applications and report progress regularly. Assist in post-award compliance, reporting, and relationship management with funders. Align grant-seeking activities with legislative advocacy when appropriate (e.g., advocating for City-sponsored grant proposals).
