Project Overview/Background. On July 24, 2023, City Council adopted a resolution of intention to initiate proceedings to consider the repeal of the Westport Specific Plan and adoption of a Precise Plan to replace the Westport Specific Plan as requested by the Longfellow Real Estate Company (“Applicant”) in connection with the Redwood Life Evolve Project. The Proposed Project includes demolition of the existing approximately 967,680 square foot, 20-building life sciences campus and the development of a 3.31 million square foot life sciences campus with a total of 15 buildings across 5 reconfigured parcels. It also includes a 104-room hotel, an approximately 46,000 s.f. amenities building, active and passive open space, sea-level rise improvements, and enhanced waterfront access. The Proposed Project is located within the Westport Specific Plan area and does not meet the current development standards of the Westport Specific Plan, including the Floor Area Ratio (“FAR”), height and parking requirements. Therefore, approval of the Proposed Project includes a request for repeal of the Westport Specific Plan and adoption of a new Precise Plan to replace the existing Westport Specific Plan. In addition to repeal of the Westport Specific Plan, and adoption of a Precise Plan, approval of the Proposed Project will also include a Development Agreement, and certification of an Environmental Impact Report (“EIR”).
