Specifications include, but are not limited to: The County of Fresno (County), through the County Administrative Office (CAO) and Internal Services Department (ISD), is seeking Applications from providers to build out last-mile fiber and broadband infrastructure to priority locations within Fresno County. It is the intent of the County to engage with an internet service provider(s) to provide the services described in this RFA. Locations where services may be required include any County community with a demonstrated need for broadband services to meet or exceed the minimum federal standard of 25 Megabits per second (Mbps) download and 3 Mbps upload speeds. Preference will be given to providers that can establish symmetrical services of 100 Mbps or greater (the County prefers a technology approach meeting or exceeding 1 gigabyte (Gig)). Projects may be located anywhere within the geographical boundaries of Fresno County, however projects must consider priority and eligible locations based on Federal Funding Account (FFA), California Public Utilities Commission (CPUC), and Federal Communications Commission (FCC) mapping sources. The County will provide a list of its Priority Locations. The County understands that providers may prefer to build new last-mile infrastructure, closest to where they have an existing fiber footprint, to best leverage existing infrastructure, to build out high speed broadband to as many identified eligible locations as possible.
