The City of Redding wishes to establish a contract with a qualified contractor to field test one hundred two (102) large water meters at various locations throughout the City of Redding. The water meters range in size from 3" through 10”, and consist of positive displacement, turbine, compound, electromagnetic, and single jet type. It is anticipated that all 102 meters will require testing; however, the City reserves the right to have fewer meters tested due to water shut down issues and/or meters being replaced prior to testing. The scope of work is for initial, as found, accuracy testing, only. Water meters requiring repair work shall be noted on the test reports. No repair, installation or calibration beyond testing and reporting is authorized. Field testing alone, without any construction or installation component does not meet the statutory definition of a “Public Work”. The Contractor shall perform all necessary standardized steps to determine the initial existing metered accuracy of the water meters utilizing (AWWA) accuracy standards as indicated below. Accuracy standards for positive displacement, turbine and compound type water meters shall be as stated in AWWA Standard M6 Table 5-3, Test Requirements for New, Rebuilt, and Repaired Cold Water Meters. Accuracy standards for single-jet water meters shall be as stated in AWWA Standard for Cold Water Meters Single Jet Type C712-15, Section 4.2.8.1 and 4.2.8.2. There is no calibration for this type of water meter that is authorized. Low flow quantity will be set at 1 cubic foot. A field test report for each water meter tested shall be submitted electronically to (amewhirter@cityofredding.org) to the City within thirty (30) calendar days after the completion of testing. The field report shall clearly identify each water meter tested and include, at a minimum, the field test accuracy results, any recommended repairs and AWWA accuracy standard for the specific type and size of water meter tested. Contractor shall indicate on the City’s proposal form the type of testing methodology to be used to determine existing water meter accuracies. It shall be stated whether a portable large meter tester or volumetric type testing equipment will be utilized. The Contractor shall provide documentation as to the certified accuracy of portable large meter tester or the volumetric test equipment.
