This section provides a general summary of the initial scope of work envisioned by the City for the successful consultant(s). Once successful consultant(s) are selected, the consultant(s) will be encouraged to expand, contract, and/or modify these anticipated services as they recommend, as part of their proposal for each distinct project, which may be required by the City before issuance of a notice to proceed. The initial scope of work envisioned by the City for the successful consultant(s) includes developing a strategic approach to increase the assessments for underfunded pre-Proposition 218 Landscaping and Lighting Districts, including the necessary public outreach, analysis, and documentation for a Proposition 218- compliant vote to increase the assessments for the underfunded Districts to a sustainable amount. The initial scope of work anticipated includes an evaluation of selected underfunded Districts for compliance with applicable law, recommendations for assessment increases to meet District needs, and associated procedures that would meet the requirements of Proposition 218, as well as the associated public outreach, analysis, document preparation, presentation services, attendance and participation at public hearings, and related consulting services.
