I. Introduction/Background: The City of Simi Valley (City), Department of Environmental Services, is requesting proposals (Proposals) from Firms to provide landscape architecture plan review and inspection services in compliance with City and State requirements, by a registered Landscape Architect and tree report review by a Certified Arborist, on an as needed basis. The City intends to contract with a maximum of three (3) firms, providing these services, for a period ending on June 30, 2028, with an option to renew for one (1) additional two (2) year term, with no minimum guaranteed contract amount. Fee rates may be reviewed at the end of the first term, with up to a 6% total increase for the remaining two-year term. Under these contracts, the City will issue work orders for specific projects within the Scope of Work to be performed by the firms. The Consultant fees for work orders must not exceed the maximum available amount specified in the work order. The City must be contacted immediately should the Consultant believe that the work order will exceed the maximum amount available. II. Objective(s): The objective is to retain a Consultant to provide landscape architecture plan review and inspection services in compliance with City and State requirements, by a registered Landscape Architect and tree report review by a Certified Arborist, on an as needed basis. III. Scope of Work: Assignments will include technically complex projects in the City and require completion with an acute awareness of the importance of customer service. The selected Consultant will work both with City staff and applicants, with the City making the final decisions. The Scope of Work is as follows: 1. Maintain the ability to receive and review digital submittals of project applications and plans (from CITY to CONSULTANT and from CONSULTANT to CITY) and provide comments via email. 2. Within 10 business days of CITY’S work order date, have a Certified Arborist review Tree Reports for mature trees, oak trees, tree condition and tree valuation, assist in CEQA analyses as needed prior to Planning Commission and City Council consideration of the project application, and transmit to CITY the Arborist’s written findings and recommendations to achieve consistency with City requirements.
