The purpose of these services is to enable the California Military Department (CMD) to comply with requirements of both the Central Coast Regional Water Quality Control Board (CCRWQCB) and California Department of Resources Recycling and Recovery (CalRecycle) for the active landfill (see Attachment A-1 for location information) at Camp Roberts in support of CMD Facilities and Infrastructure’s (FI) broader mission to maintain land and facilities. Specifically, the Contractor will be responsible for providing landfill compliance measures for Camp Roberts Landfill including the following: project management, status reports, project closeout, North and South Units Landfill Wet Weather Preparedness (WWP) Assessment, North and South Units WWP Report, landfill site inspections/observations, landfill draining system inspections, collection of rainfall data, landfill intake monitoring, inspecting the Leachate Collection and Removal Systems (LCRS), annual leachate sampling/reporting, inspecting the leak detection and removal system (LDRS), landfill gas monitoring and reporting (quarterly), landfill groundwater monitoring and reporting, groundwater reporting (gauging and sampling), constituents of concern (COC) monitoring, Perfluoroalkyl and Polyfluoroalkyl Substances (PFAS) sample collection, stormwater monitoring, statistical and non-statistical data analysis, submittal of appropriate data and reports to GeoTracker, submittal of appropriate data and reports to the CalRecycle Electronic Data/Reporting, and preparation and submittal of Semi-Annual and Annual Monitoring Reports and other ad hoc Reports. By fulfilling these objectives, the Contractor will help CMD to ensure the Camp Roberts’ North and South Units Landfill stays compliant with sampling and reporting requirements of CCRWQCB and CalRecycle. All work must adhere to CMD’s policies, standards, and applicable regulations, and it will be evaluated against defined performance criteria (as detailed throughout section 2.1).
