Specifications include, but are not limited to: It is the intent of these specifications, terms and conditions is for the Alameda County Community Development Agency to request qualifications and quotations for professional services from land use and planning consultants related to the operation of mines and quarries located in Alameda County. It is the intent of this RFQ to establish a Consultant Pool of qualified persons which will be used to request Planning, Land Use and SMARA services for specific projects at a later date. Inclusion on this list will not be a guarantee of work. The County seeks a firm or firms to provide the following generally described service(s): 1. Review and analyze Reclamation Plans, Reclamation Plan updates and proposed amendments and Interim Management Plans, Periodic Review applications as prepared by mine operators or consultants under the State of California Surface Mining and Reclamation Act (SMARA) and the County Surface Mining Ordinance (SMO). Process any requires submittals in compliance with SMARA and the County SMO 2. Prepare clear and concise reports for the County Planning Commission and the Board of Supervisors 3. Assist with the preparation of enforcement actions including Notice of Violations 4. Conduct California Environmental Quality Act (CEQA) reviews as requested by the County and prepare documents associated with any reviews including but not limited to, Initials Studies, Negative Declarations and Environmental Impact Reports 5. Coordinate, schedule and participate in meetings with mine operators, County staff, other Agencies, County and non-County, other property owners, other consultants/professionals, and the general public 6. Review proposed Financial Assurance Estimates and assist the County in insuring that the proposed supporting Financial Assurance Mechanisms are in compliance the County SMO and SMARA 7. Assist County in conflict resolution as it relates to land use issues of surface mining operations and/or reclamation 8. Conduct informative and clear presentations for County staff, the Planning Commissions, Board of Supervisors and the general public. 9. Be available and attend community meetings which may occur outside of normal business days/hours
