The City’s Engineering & Transportation Department seeks a Consultant to provide the following services to support City staff in advancing the City’s land development goals: 1. Utility permit review: a. Review encroachment permit applications from utility companies including but not limited to PG&E, AT&T, Cablecom/Comcast, Sonic, and Crown Castle. Review submittal materialsincluding improvement plans, traffic control plans, certificates of insurance, and associated documents. b. Utility permit reviews are to be completed and returned to the City within one week of submittal for each round of review. Any comments on permit applications are to be provided within a numbered comment letter, with references to Engineering Standards, Municipal Code requirements, and/or other established review criteria as appropriate. c. Upon direction by the City, Consultant may be responsible for communicating comments directly with the applicant. 2. Permit Tracking and Coordination: a. Assist City staff in shepherding encroachment permit applications through the review process, including setting up permit structure, working with staff to set up financial structure, sending submittals to the assigned Engineer, routing Engineering comments to applicants, and gathering finalized documents for permit processing. b. Upon direction by City staff, assemble permit packages and route to designated City staff for approval. c. Upon direction by City staff, notify applicants of permit approval and supply associated documentation. d. Maintain a permit status tracking system, identifying the current status of each permit and the duration of the current status step. e. Coordinate for permit closeout, including final inspection confirmation, coordination with City staff for closeout of financial accounts, and recording closeout documentation within the City’s permitting software. 3. Inspection Assignments: a. Upon direction by the City and in coordination with City staff, receive weekly work locations from utility companies, coordinate with Senior Inspector for assignment within the inspection team, and coordinate with assigned Inspector to confirm completion of the work.
