Specifications include, but are not limited to: It is the intent of these specifications, terms, and conditions for Alameda County Behavioral Health Care Services (hereafter ACBH or County) to seek proposals to provide early intervention services to Lesbian, Gay, Bi-sexual, Transgender, Gender Non-binary, Gender Non-conforming, Queer or Questioning, Intersex, Asexual, and more on the gender and sexuality spectrum (LGBTQIA+) youth and young adults (Y/YA). Program services and supports shall focus on early intervention activities to prevent mental illnesses and substance use/misuse from becoming severe and disabling, and to make referrals and linkages to other programs, dependent on the needs of Y/YA and their families. ACBH intends to award two contracts, one each to the two Bidders selected as the most responsible bidders whose responses conform to the Request for Proposal (RFP) and meets the County requirements. At this time, ACBH has allocated an annual amount of $1,200,000 ($600,000 per contract) for these programs through the Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI). Medi-Cal billable services, through Medi-Cal Administrative Activities (MAA) and potentially Specialty Mental Health Services (SMHS), will be leveraged as available and appropriate. The contracts that result from this RFP process will be prorated for the first fiscal year at the contract start date. Program reimbursement will be based on actual cost.
