Yuba County is seeking proposals from qualified vendors to provide on-site and on-call healthcare services to include medical, behavioral health, vision, and other healthcare services to incarcerated persons in the Yuba County Jail. The contractor must comply with all applicable medical and behavioral health provisions, including staffing requirements, of the Second Amended Consent Decree (“SACD”) issued in Hedrick, et al. v. Grant, No. 76-CV-00162 (E.D. Cal., filed Mar. 24, 1976) (attached as Attachment 9 to this RFP) and all other applicable policies, and state and federal laws governing the Yuba County Jail. The primary focus of the SACD is suicide prevention and providing treatment to incarcerated persons with mental illness and those experiencing and drug and alcohol withdrawal.
