1.0 General The intent of this scope of work is to describe VVTA’s expectations of the requested deliverables without necessarily describing each individual item, connector, product, feature, attribute, functionality, interface, etc., in all- inclusive detail. The proposer shall be responsible for planning, design, permitting, equipment, construction (as needed), commissioning, and closeout of project. 1.1 Quality All material and workmanship shall be of the highest grade, in accordance with the best modern practice. All materials and parts comprising the product shall be new. The project and materials shall comply with the Buy America, Build America Act. 1.2 Project Background and Purpose VVTA is expecting the delivery of thirteen (13) 40-ft New Flyer Xcelsior CHARGE FC™ Fuel Cell Electric Buses (FCEB) between October 2025 to December 2025. To support these buses, VVTA requires an Interim Hydrogen Fueling Solution (IFS) including equipment warranties and operations and maintenance services, as well as a consistent supply of California compliant hydrogen fuel. The purpose of this project is to secure the equipment, fuel supply, and support services necessary to conduct the vehicle operations during the interim period until VVTA’s permanent hydrogen fuel solution can be completed. The IFS shall be capable of dispensing gaseous or liquid hydrogen for a minimum of eight (8) buses within an eight (8) hour window at 350 bar. 1.3 Objectives VVTA requires a gaseous and/or liquid hydrogen IFS in order to test, accept, and operate its incoming order of 13 FCEBs. Station uptime and fuel supply reliability are critical to ensuring the success of VVTA’s FCEB project. The selected Awarded Contractor will deliver the interim hydrogen fueling infrastructure at VVTA’s main operations and maintenance facility located at 17150 Smoke Tree Street Hesperia CA, 92345. The interim hydrogen fuel solution is expected to be fully commissioned and available to VVTA for fueling its buses prior to January 1, 2026, and will be in operation for a one (1) year period with one (1) additional one-year option period. VVTA will accept proposals to lease either gaseous or liquid hydrogen delivery and storage configurations, provided the solutions meet the performance requirements and technical specifications outlined in this RFP and Scope of Work while minimizing the amount of permanent infrastructure installed at the site for the interim hydrogen fuel solution.
