The Los Angeles County Development Authority (LACDA) is issuing this Request for Quotes (RFQ) to solicit quotes for a Contract with an appropriately California Licensed, insured and bonded General Contractor who can provide single family construction rehabilitation services to perform home accessibility modifications and deferred maintenance needed to increase the mobility, functionality, and health and safety of eligible seniors’ citizens. Bidders are advised that this RFQ is an informal solicitation and should not be construed as engaging in a formal competitive bidding pursuant to any statute, ordinance, rule or regulation. The Senior Grant Program assists with mobility and habitability repairs to help low to moderate income senior citizens (62 years or older) remain in their homes and age in place. Senior citizens must reside within the unincorporated areas (UA) of Los Angeles County Supervisorial Districts 1, 2, 4, and 5, and must own the home, which needs home modifications and repairs. Examples of modifications include wheelchair ramps, grab bars, widened doorways, non-slip floor covering, or conversions from tubs to roll-in showers. Additionally, the Program will finance deferred maintenance repairs such as roofing, plumbing, electrical, or heating that are necessary to improve the structural integrity, safety, efficiency, functionality, of the home and prolong the home’s useful age. Installation will primarily follow the pole-mount method. Some units may need to be installed utilizing alternative methods that will be determined between contractor and Parks staff. The cost of alternative installation methods, including materials, shall be considered equivalent to the cost of installation utilizing the pole-mount method. Further, contractor will be responsible for the removal of 287 old units: 253 wood food storage lockers, 25 metal food lockers, and 9 metal receptacles. See Table 1 for a Summary of Unit Supply, Installation and Removal Numbers as well as Unit Specifications below Table 1. Of these total units, the following will be installed by the contractor: • 703 wildlife-resistant food storage lockers (FSL) in five California State Parks: Castle Crags State Park, McArthur-Burney Falls Memorial State Park, Woodson Bridge State Recreation Area, Clear Lake State Park, and Lake Oroville State Recreation Area. • 249 waste receptacles in seven CA State Parks -- Castle Crags SP, Burney Falls SP, Woodson Bridge SRA, Clear Lake SP, Lake Oroville SRA, Bidwell-Sacramento River State Park and ColusaSacramento River State Recreation Area: o 181 dual-chute trash/mixed recycle receptacles (duals) o 17 custom laser-cut art dual-chute trash/mixed recycle receptacles (custom duals) o 51 triple-chute trash/mixed recycle receptacles (triples) • Of these units, the following will be installed by CA State Parks staff: o 46 dual-chute trash/mixed recycle receptacles o 10 custom dual mix receptacles o 5 triple-chute trash/mixed recycle receptacles o For the 1013 total units to be installed, whether by contractor/subcontractor or CSP staff, contractor will need to acquire up to but no more than 1,000 pole-mount kits that will be needed for anchoring the units to the ground. • Ensure contractor removal of no less than 287 and up to 300 units, either FSLs or waste receptacles, from Castle Crags SP, Burney Falls SP, and Clear Lake SP. Removal only includes detaching the units from anchor points and staging them at a designated location at the same Park. Removal will not include concrete removal or material disposal. Any concrete in place from removed units will remain in place, and contractor will ensure that any safety hazards of materials left in place will be mitigated e.g. no bolts sticking out in hazardous fashion etc.
