Consultant shall provide all necessary support to ensure Banning Airport is in compliance with its SPCC Plan to comply with the Riverside County Department of Health’s (DEH) issued Above Ground Fueling station Haz Mat Permit. The consultant will furnish personnel, and all services necessary to perform and record the required monthly, annual and fuel transfer inspections and provide training as listed in the SPCC. Consultant’s responsibilities include complying with the SPCC (pages below are referenced in the SPCC, shown as an attachment) to ensure that Banning Airport receives: • Annual compliance training of Airport staff (page 54/70); • Inspection and completion of Checklist when Airport Fuel is delivered (Assume two times per year on average (page 63/70); • Monthly and Annual Inspections of the above ground storage tank and completion of required Checklists (page 55/70 and page 56/70, respectively) • Completion of the Annual Tank Facility Statement if required • Required annual AQMD test • Additional services as needed to comply with the SPCC Additionally, the consultant will be available to answer questions as needed. Update staff on changes to the DEH Permit, answer DEH inquiries, inform staff of regulatory changes, etc. Consultant shall be responsible for the supervision, administration and work performed by any subconsultants for services rendered.
