The purpose of this study is to update MST’s current ICT Rollout Plan as required by the California Air Resources Board (CARB) and develop addendum items required by FTA’s Low/No Plan Grant requirements. Key areas that must be included and/or updated in the plan are: 1. Update the current long-term fleet management plan. Ensure the updated fleet management plan clearly describes MST’s strategy for how the agency intends to use the current request for resources and future acquisitions. 2. Update the availability of current and future resources to meet costs for the transition and implementation. (Utilize existing information) 3. Consider policy and legislation impacting relevant technologies. (Task 3) 4. Include an updated evaluation of existing and future facilities and their relationship to the technology transition. (Utilize existing plan materials) 5. Describe the partnership of MST with the local utility provider or alternative fuel provider. (to be completed with this study) 6. Examine and update the impact of the transition on MST’s current workforce by identifying skill gaps, training needs, and retraining needs of MST’s existing workers to operate and maintain zero-emission vehicles and related infrastructure and avoid displacement of the existing workforce.
