The City of Indio is seeking proposals from qualified consultants to perform an update on the Information Technology Master Plan. The last Master Plan was completed in April of 2020 and many of the elements are believed to be still relevant, for example the organizational structure of the ITD. The objective of the Master Plan is to evaluate the current environment and to provide a strategic roadmap to align the ITD effort and resources with the City’s recently completed Strategic Plan, industry best practices and standards and with the short and long-term goals of the City, Police, and Water Authority. The Master Plan must include the City’s Geospatial Information Systems (GIS) in its scope. In the Master Plan the City would like to look beyond the normal five (5) year span to envision what an Indio “Smart City” of the future will look like. The IT/GIS Master Plan should include the following deliverables: 1. Current state analysis and recommendations 2. IT/GIS skills assessment/Gap analysis 3. Future state recommendations and strategic roadmap for implementation 4. Budgetary Estimates 5. Executive Summary At a minimum, the successful bidder must, as part of the master plan services, consider and include the following items in each deliverable as well as provide a discussion of the benefits and drawbacks or impact of all recommendations. a. IT Strategy: Review and analyze existing City IT major initiatives, City’s Strategic Plan, Technology Plan and IT Infrastructure. Conduct interviews with City Department Heads, staff, stakeholders, City customers, and other designated key leaders to develop high-level recommendations for an IT Master Plan. Provide recommendations for short-term transitions as well as long-term strategic directions, including additional online services from departments. b. IT Risk Assessment: Use IT industry standards to perform risk assessment and gap analysis on the effectiveness of current City IT structure, security and resourcing to identify and mitigate potential risk vulnerabilities. c. Application Portfolio: Review and analyze existing enterprise and major level applications. Perform a gap analysis on the ability of the portfolio to meet the needs of the City. d. Technical Infrastructure: Analyze and prepare a gap analysis on the ability of the existing City hardware, network infrastructure, and support to meet the needs of current and future City initiatives. Make recommendations on in-house hardware and infrastructure support versus hosting and/or use of contracted services. e. Personnel: Evaluate current IT staff skill levels and perform a gap analysis comparing current staff to skill levels required to meet proposed changes. Provide recommendations for addressing staff changes and/or staff training and education needs. Include recommendations on the need for and use of contracted resources as appropriate.
