Objectives To document the target architecture and full system requirements, based on State of California CISO standards and or/other applicable standards defined by the CSA. Prioritization of the legacy system assessments will be at the direction of CSA (i) System Architecture Documentation: A. Document the system architecture, including software, security features, data flows, and integrations with other systems. B. Create detailed diagrams illustrating the system's architecture and interdependencies. (ii) System Requirements Documentation: A. Gather and document functional requirements through internal stakeholder interviews, workshops, and analysis of existing documentation. B. Define non-functional requirements, including performance, scalability, security, usability, and maintainability requirements. (b) Deliverables (i) System Architecture Document: A detailed document describing the system's architecture, including diagrams and technical specifications. (ii) System Requirements Specification (SRS) Document: A complete and well-organized document defining all functional and non-functional requirements for the system(s). (iii) Traceability Matrix: A matrix linking requirements to compliance obligations and system components to ensure comprehensive coverage. 3. PHASE 2: GAP ANALYSIS AND REPLACEMENT RECOMMENDATION (a) Objectives To conduct a gap analysis of the existing systems and recommend alternative new solution(s). (i) Requirements Analysis: Review and refine the system requirements documented in Phase 1, incorporating feedback from stakeholders. (ii) Solution Architecture Design: Develop a target solution architecture for the remediation or replacement of the system, considering modern technologies, cloud-based infrastructure, and industry best practices. (iii) Technology Evaluation: Evaluate different technology options and platforms for replacing systems, considering factors such as cost, performance, scalability, security, and vendor support. (iv)Alternative Analysis: Based on the gap analysis of the existing systems, CSA management will select the appropriate direction for the alternative technology platforms. (b) Deliverables (i) Alternatives Analysis Report: An analysis of the assessment and gap analysis findings and identification of alternative solutions with pros and cons for CSA decision making. 4. PHASE 3: SYSTEM REPLACEMENT (a) Objectives To provide oversight and project management in the implementation of the new solution(s). (i) Implementation Plan: Create a comprehensive implementation plan outlining the tasks, resources, timelines, and costs required to configure/build, test, and deploy the replacement system. (ii) Data Migration: Document legacy data to be migrated into the replacement system
