The Working Group Facilitator (Facilitator) will co-facilitate the Working Group alongside SPD. The Facilitator’s primary role is to provide independent subject-matter expertise and guidance on safety culture and strategies to promote a strong safety culture. In addition, the Facilitator will support SPD in ensuring that the Working Group remains productive, effective, and consistently progresses towards its objectives. SPD will provide logistical, project management, and administrative support to the Working Group. As established by the Decision, the Working Group is tasked with advancing utility safety culture by guiding the implementation of Comprehensive Safety Culture Assessments and ongoing Safety Culture Self-Evaluations. To fulfill this purpose, the Working Group will meet quarterly to develop and refine the following key elements: 1. Standardized Qualification and Selection Criteria: Develop a consistent set of qualifications and selection criteria for the third-party evaluator(s) who will conduct the comprehensive safety culture assessment of each Joint IOU. 2. Industry-Specific Examples of Safety Culture Traits: Define and document how established safety culture framework traits (e.g., leadership engagement, learning environment, reporting culture) manifest within the utility industry, using relevant and practical examples. 3. Focus Areas and Indicators for Self-Evaluation: Identify and periodically update the focus areas and measurable indicators that each IOU will use during its annual safety culture improvement Self-Evaluation.
