i. Perform discovery to determine how the Port of Stockton is utilizing technology in its present implementation. The consultant will obtain an understanding of key business operations, the IT environment, new and ongoing IT initiatives, key data information flows, end‐user IT needs and degree of needs being met, and IT risk management infrastructure (policy, procedures, organization, etc.) ii. The consultant is expected to conduct a comprehensive review and assessment of the efficiency and effectiveness of applicable IT systems for all business functions and activities. iii. Review of equipment, systems, and programs to compare existing technological infrastructure with current industry standards and assess service approach as compared with best practices and organizational needs in the following areas, to include but not be limited to: 1. Network architecture 2. LAN, desktop, and server management 3. 3rd Party Support with vendors 4. Help desk and problem management 5. Web and application development, and maintenance 6. Audio/Visual equipment to include public meeting broadcasting and other related business meeting technologies 7. Voice network and telephone system management (VOIP) 8. Port‐wide Communications System, to include radio network and management 9. Cyber‐security posture 10. Business Continuity and Disaster Recovery planning 11. Documentation of policies and procedures 12. Education and training 13. Review of organizational and end‐user technology needs
