The County of San Diego (County) is issuing this Request for Information (RFI) to conduct market research and solicit informed input from interested stakeholders – including service providers, community-based organizations, public agencies, researchers, and families regarding integrated prevention and early intervention services for children ages birth to five (5) years of age. The purpose of this RFI is to gather insights that will inform the design of an optimal, integrated continuum of care addressing development, behavioral, and social-emotional needs for this population. Through this engagement, the County seeks feedback on effective service models, coordination strategies, access and equity considerations, sustainability, cultural and linguistically responsive practices, data-sharing and interoperability approaches, performance and outcome measures, workforce capacity, and opportunities to reduce fragmentation across programs. Input on current community needs, service gaps, barriers to access, and innovations that enhance early identification and intervention is particularly encouraged.
