RSO is seeking proposals from qualified firms to provide mail processing services for incarcerated persons and the general public corresponding with them, to facilitate the secure and efficient handling of both physical mail and digital mail. Implementing a communication service designed to streamline and secure the exchange of written correspondence between incarcerated persons and their loved ones will help eliminate the flow of contraband drugs through mail and assist with public safety stakeholders to address Drug Trafficking, Sex Trafficking, Human Trafficking, Gun Violence, Homicide, Robbery, Transnational Gangs, and international narcotics and weapons proliferation. By helping to mitigate any contraband drugs from coming in through the mail RSO can reduce issues caused by drug exposures such as increased violence, treatment expenses from overdoses, and civil exposure from in custody deaths due to overdose. Also, by having better intel gathering capabilities, RSO will be able to identify drugs being smuggled into the facilities and be able to develop investigative leads which will lead to intercepting smuggled narcotics coming from sources other than the mail, as well as increased prosecution of those responsible.
