P00001 RFI's are posted with this amendment one, the questions and answers are on the new attached RFI PDF document. None of these questions would affect pricing so the due date did not change.
The Indian Health Services (IHS), California Area Office (CAO) has a commercial service requirement to award a commercial service contract for a base and four option years period of performance, each funded when exercised 365 days, or one year, apart. The purpose of this requirement is for a Contractor to provide referral services to outpatient substance abuse services, access to smoking cessation information and resources, and referral to health care services for American Indian/Alaska Native beneficiaries residing within the state of Hawaii and will continue to elevate the health status of eligible Native American/Alaska Natives to the highest level possible.
To ensure the availability of the services and procedures stated herein in the State of Hawaii, the Contractor shall provide the services either:
- On-site, pursuant to written policies and procedures that conform to the standards of care and practice applicable to each service and, where appropriate; or
- At appropriate community events such as health fairs, pow-wows, or other cultural events; see the PWS for all details on the PWS.
The attached PWS defines the Hawaii Commercial Service requirement, it states what the entire project requirements are and the PWS includes current 2020 cencus data for the IHS target audience we need to focus the services for this contractor. To be deemed relevent, the contractor's proposal must meet the same/similar requirements listed in the CAO PWS.
This will be a lowest priced technically acceptable (LPTA) source selection award, see attached source selection using the LPTA streamline guidelines for this award which includes the factor one technical experience and factor 2 past performance, the lowest priced offeror will be evaluated and if deemed technically acceptable will be the awardee, if not, then the next lowest priced offeror will be evaluated until one is deemed technically acceptable.
All questions should be submitted to the contracting officer by Friday, Sept. 1, an amendment will be posted to SAM.gov with all answers on Tuesday, Sept. 5th 2023. If additional time is needed, the CO will extend the due date when posting the amendment.
