The City of Lancaster is seeking proposals from qualified individuals and/or consulting firms for the program management and administration services of the City's Housing Rehabilitation Program. The selected individual or firm will be required to assign a representative to the City, who will be responsible for the requested services. This individual will be required to consult regularly with the City's representative to provide updates on the progress of the program to ensure proper program implementation. Upon approval by the City Council (if City Council approval is required), the selected consultant will be awarded a one (1) year contract with two (2) optional one-year extensions based upon agreement by both parties and providing there are no changes in performance. a. Program Goals: The City recognizes the necessity of living in a safe and functional environment. Where possible, the City seeks to assist households in the rehabilitation of their homes. Specifically, this program seeks to assist eligible homeowners with financial assistance to support rehabilitation opportunities. The City is looking to administer a Housing Rehabilitation Program that will include loans and grants for emergency repair, mobile home repair, minor repair for smaller repairs and accessibility needs, major repair, turf replacement, and facade improvements.
