Merced County, on behalf of its Behavioral Health and Recovery Services Department (BHRS) invites qualified providers to respond to this Request for Proposal (RFP) to implement and operate housing interventions under the Behavioral Health Services Act (BHSA). The goal of this RFP is to expand and enhance housing options for individuals with serious mental illness (SMI), serious emotional disturbance (SED), and co-occurring behavioral health needs, in alignment with state and federal guidelines. This initiative aims to increase permanent supportive housing (PSH), shared housing, recovery housing, and other housing models to reduce homelessness and improve recovery outcomes. Housing interventions funded through this RFP will be required to comply with Housing First principles, federal and state habitability standards, and Homeless Management Information System (HMIS) reporting requirements.
