The Consultant will support and expand upon the following goals: • Reduce the community impacts and incidence of homelessness; • Collaborate with the City’s Homeless Services Coordinator to identify and engage Homeless Program and Encampment Response Team members for community work; • Conduct regular clean-up efforts in key areas, including: o West Capitol Avenue business corridor; o Emergency Housing Program sites (817, 920, 1809, 1821, and 1841 West Capitol Avenue); o River Walk Park and Trail; o Identified encampment areas throughout various areas within the City limits; • Address clean-up priorities as identified by the West Sacramento Police Department, City Parks and Recreation Department, and Economic Development and Housing Department; The Consultant will support the goals by: • Providing monthly encampment outreach (minimum once per month) in collaboration with the West Sacramento Police Department; • Allocating 2–4 Part-Time Homeless Program and Encampment Response Team members to conduct cleanups three times per week in collaboration with City Parks and Police; • Allocating 2-4 Part-Time Homeless Program and Encampment Response Team members to complete "room turnover" activities at Homeless Emergency Housing Program sites two times per week, which include: o Removal of abandoned belongings; o Garbage disposal; o Surface and bathroom sanitization; o Scheduling of room turnover will be coordinated between the Consultant and the City’s Homeless Emergency Housing Program Manager; and o Complete clean-ups of the Homeless Emergency Housing Program sites including trash and material removal from exterior areas, storage rooms, and Connex boxes.
