The Hearing Officer shall preside over appeals as specified in the Tenant Protection Ordinance (Chapter 42 of the City’s Municipal Code. The hearing officers would be expected to review evidence, conduct hearings, prepare written decisions and perform related services in support of Tenant Protection Ordinance’s fair rate of return and relocation assistance appeal processes, as outlined in Section III of this RFP and in Sections 42.5(B)(2)(d)(iv) and Sections 42.6(C)(2). Successful applicants selected by the City will be awarded an on-call, three (3) year contract. Hearings and appeal reviews will occur as requested by the City Clerk, Assistant City Manager, City Manager, or their designee, and responsibilities will include: - Scheduling and conducting hearings and making appeal decisions filed under the City’s Tenant Protection Ordinance in a timely manner (within 10 calendar days); - Reviewing appeal information, supporting documentation, and data for accuracy; - Follow any City adopted guidelines/regulations that apply to the TPO appeals processes; - Analyzing operating budgets for rental properties and substantial remodel costs; - Researching and analyzing federal and state legislation and applicable case law affecting pending appeals, as needed;
