The City of Healdsburg seeks to prepare a Specific Plan for Healdsburg’s Priority Development Area (Figure 1) which includes both the half-mile radius around the Planned Healdsburg SMART Station (located at the historic rail depot) and the Priority Site known as the South Entry Area. While Healdsburg is well-positioned to address the Metropolitan Planning Commission’s (MTC) Transit-Oriented Communities (TOC) Policy requirements related to affordable housing production, preservation, and protection; a Specific Plan is needed to address the requirements related to minimum residential and commercial office densities, parking management, and transit station access and circulation. The plan will help Healdsburg align with the TOC Policy's standards by setting strategies to meet residential and commercial density targets, develop parking management solutions, and improve transit station access and circulation. The plan will integrate housing, infrastructure, and multimodal transit improvements, ensuring sustainable and transitoriented growth around the SMART station and the South Entry Area. A programmatic EIR will be prepared allowing for future streamlining of development projects consistent with the Plan.
