The Scope of Work shall include, but is not limited to, the following tasks: A. Project Coordination and Work Plan Development 1. Meet with City staff to develop a project schedule, communications strategy, and a plan to meet FEMA and Cal OES milestones. 2. Provide ongoing project management, coordination, and progress updates to the City’s project lead. 3. Develop and maintain a timeline that ensures completion and submission of the Plan in alignment with state and federal deadlines. B. Review of Existing Plans, Reports, and Risk Data 1. Review existing city and regional documents such as the General Plan Safety Element, Emergency Operations Plan (EOP), Capital Improvement Plan, and any prior hazard assessments. 2. Gather and analyze current hazard data, historical incident records, GIS information, climate projections, and state/federal resources to inform the risk assessment. C. Community Engagement and Stakeholder Coordination 1. Develop and implement a public outreach strategy to engage community members, local businesses, nonprofit partners, and vulnerable populations, with materials in both English and Spanish. 2. Facilitate at least two (2) public workshops and one (1) stakeholder roundtable to gather input on hazard vulnerabilities and proposed mitigation strategies. 3. Coordinate interviews or small-group discussions with key stakeholders, including but not limited to: o City staff across departments o Emergency response partners (e.g., L.A. County Fire and Sheriff’s Departments) o Utility providers and infrastructure agencies o Community-based organizations and advocacy groups 4. Document and summarize all stakeholder and community feedback and explain how it is reflected in the Plan. D. Risk Assessment and Capability Analysis 1. Identify and profile natural and human-caused hazards specific to the City of Cudahy. 2. Assess the vulnerability of key community assets, including critical infrastructure, public facilities, schools, and vulnerable populations. 3. Conduct a capability assessment to evaluate the City’s existing tools, programs, and policies relevant to hazard mitigation.
