NCTD’s Bi-Annual Maintenance shall be conducted between April and May, and between August and September of each Fiscal Year. Annual Summary Reports to NCTD shall be prepared and submitted prior to December 31st of each calendar year. The following scope of work is to assess the mitigation parcel and perform any restoration and to maintain the parcel in accordance with No. 15 of the CE Long-Term Maintenance requirements (see Attachment A) which includes the following items: Year 1: · Task 1: Project Management: Conduct Kick-off Meeting, develop a schedule, contract management overview and invoicing. Development and Updating of Planting and Vegetation Plan. Quarterly Meeting and Reporting format and timing · Task 2: Conduct bi-monthly vegetation survey & mapping to identify native versus non-native species and submit to NCTD; · Task 3: Remove evasive/non-native vegetation and replant with approved native species after mapping & repeat in 6 months; · Task 4: Provide Quarterly updates of change in percentage of native versus non-native vegetation. Subsequent Years (Years 1-2): · Task 1: Biannual vegetation survey & mapping to identify native versus non-native species, submitted to NCTD; · Task 2: Biannual removal of trash, invasive vegetation (non-native), and man-made debris within the boundary of the HG Mitigation Site at a solid waste/recycling facility at contractors expense; · Task 3: Biannual removal of evasive/non-native vegetation and replant with approved native species after survey; remove dead vegetation, including trimming dead, or damaged vegetation. Contractor is required to notify NCTD immediately, if diseased plants are observed; · Task 4: Maintain the qualitative and quantitative performance criteria identified in the 2005 Final Conceptual Wetland Mitigation and Monitoring Plan for the Oceanside-Escondido Rail Project (Attachment B); and · Task 5: The Contractor is permitted to only use herbicides identified on the approved herbicide list (Attachment C), during invasive plant removal; and · Task 6: During biannual maintenance events, check for invasive wildlife (i.e. gophers) and notify NCTD of any findings, prior to using a certified pest control company; · Task 7: Upon NCTD approval, remove any invasive wildlife using a certified pest control company; · Task 8: Purchase, install, and maintain signage to convey to public "No Trespassing" and "Keep out Sensitive Natural Habitat Area". Contractor shall purchase 2 large 10x14-inch bilingual "No Trespassing" and 2-12x12-inch "Area Closed to Protect Sensitive Resources" signs. The signs shall be posted in a conspicuous location on trees and fence; · Task 9: Check mitigation site for any homeless encampments or trespassing activity, during maintenance events; · Task 10: Check the structural integrity of the perimeter fence, during maintenance events; · Task 11: Notify NCTD, if any findings occur during Task 8 and Task 9. · Task 12: Prepare annual summary report for NCTD of findings
