City of Los Angeles Harbor Department The Harbor is a proprietary department of the City of Los Angeles governed by the Board of Harbor Commissioners, appointed by the Mayor. The Harbor manages the tidelands and submerged lands known as the Port of Los Angeles. The Harbor operates as a landlord port with more than 300 leaseholders. The Harbor funds the operations of the Port from leasing and shipping service fees and is not supported by the City general fund. The Port of Los Angeles is known as the nation’s premier gateway for international commerce and as the busiest seaport in the Western Hemisphere. Located in San Pedro Bay, 20 miles south of downtown Los Angeles, the Port encompasses 7,500 acres of land and water along 43 miles of waterfront. The Port is a major economic driver at the local, regional, and national levels, and a key generator of jobs, commerce, and tourism in Southern California. In California alone, nearly 1 million jobs are related to trade through the Port of Los Angeles. B. Office of the City Attorney, Harbor Department The Office of the City Attorney, Harbor Department (Office), provides general legal counsel to the Board of Harbor Commissioners, Harbor staff, and the Intermodal Container Transfer Facility Joint Powers Authority (ICTF JPA) and the Alameda Corridor Transportation Authority (ACTA). The attorneys draft and approve all Harbor tariffs, leases, permits and contracts; specifications for Harbor projects, including construction projects; real property transactions; and all permits issued by the Harbor. In addition, the attorneys provide legal advice to the Harbor and the Board of Harbor Commissioners on all state lands and tidelands trusts issues, Federal Maritime Commission issues, real estate and property management issues, employment and labor, marketing and international trade requirements, railroad operating and other legal matters related to port operations. The Office also represents the Harbor in litigation involving contract disputes, environmental matters, police cases generated by Port police, collection of contract disputes and various maritime and shipping disputes.
