Specifications include, but are not limited to: The City may modify Consultant duties by substituting duties that reduce costs or increase efficiency of the project, provided Consultant agrees to the modification. The City may select more than one consultant from proposals submitted in order to obtain the most qualified firm or individual for the required tasks, or to ensure timely completion of tasks. Consultants interested in submitting a proposal for four or fewer of the five tasks noted below must clearly indicate which tasks are included in the proposal on Attachment B-1. Respondents are encouraged to partner with other firms or individuals if needed to provide the requisite experience, knowledge and staffing to perform the activities identified in this Scope of Work. The selected consultant may be paid from Federal or State funding sources, including Community Development Block Grant (CDBG), Neighborhood Stabilization Program (NSP) and HOME Investment Partnership Program (HOME) funding, and is therefore subject to State and Federal overlays. A copy of the overlays is attached in Exhibit F for review. The initial contract for services with the selected consultant shall expire on July 31, 2013. At the discretion of the City, the contract may be extended for two additional periods of up to 12- months each. In no circumstance will the total contract period exceed 36 months. CONSULTANT RESPONSIBILITIES The contractor should, at a minimum, be prepared to offer the following services: CONDUCT HOMEBUYER EDUCATION CLASSES - Conduct a minimum of two sessions of Homebuyer Education classes in West Sacramento per year. - Classes should fulfill the requirements of the State of California CDBG, HOME, NSP and CalHome Programs. - Class instructors should be familiar with the requirements of the Citys First Time Homebuyer Assistance, NSP and Inclusionary Housing Programs. PROVIDE HOMEBUYER AND CREDIT COUNSELING TO HOUSEHOLDS NEEDING INDIVIDUAL ASSISTANCE. - Provide one-on-one counseling to households that need additional assistance to become mortgage-ready buyers for an estimated 40-50 households per year. - Assist buyers through the mortgage pre-qualification process. RESPOND TO INQUIRIES FROM THE PUBLIC SEEKING INFORMATION REGARDING THE CITYS HOMEBUYER PROGRAMS. - Provide information on the telephone to an estimated 2-3 callers per day. Consultant must provide a phone line that is toll free for persons calling from West Sacramento. - Respond to inquires within two business days. - Send written information and applications by mail and email to interested buyers.
